data

Download the data

Everything the site displays can be downloaded: the positions with their quote and source, the cost schedule, the grid of levers, the effects on model households, the candidate profiles (except the justice section), the 2017-2027 record (series, dated facts and quotes) and the voting intention polls as published by the polling firms. Every candidate shown on the site is included; the programme_communique column says which ones have published a programme. The files, their column names and their values are in French.

The files

  • Positions770 rowsOne row per position of a candidate on a lever: quote, source, status, encoding and costing.CSV · JSON
  • Cost schedule283 rowsOne row per parameter or option of the cost schedule (one row per lever that cannot be costed), with the sources.CSV · JSON
  • Levers and themes118 rowsThe common grid: one row per lever, with its theme, its domain and its definition.CSV · JSON
  • Effects on model households96 rowsOne row per candidate and per model household: disposable income under current law and with the simulated measures.CSV · JSON
  • Candidate profiles512 rowsOne row per item of the candidate profiles (schedule, interventions, career, transparency), with its sources. Without the justice section.CSV · JSON
  • Record 2017-20271,116 rowsOne row per data point of the series of the costed record (France and European comparisons), with its source.CSV · JSON
  • Record 2017-2027: facts and quotes203 rowsOne row per dated fact, one-off benchmark, tax expenditure and its beneficiaries, agency rating note, stage of the European procedure, warning or statement of the record, with its source.CSV · JSON
  • Voting intention pollsone row per candidate, scenario and pollOne row per candidate, per scenario and per first-round voting intention poll for 2027: score as published, polling firm, sponsor, fieldwork, sample, method, margin, links to the polling firm's document and to the notice. Files produced at each download and unavailable on the day before and the day of the vote (Law of 19 July 1977, Article 11).CSV · JSON

Format

  • The files are in French: table contents, column names and values (“oui” and “non”, directions, statuses…) are those of the French site. The column dictionary below describes them in English.
  • CSV for Excel in French: UTF-8 encoding (with the marker that lets Excel recognise accented characters), semicolon as separator, decimal comma, “oui” and “non” (yes and no) for checkboxes, empty cell when the value is missing.
  • A text that begins with =, +, - or @ is preceded by an apostrophe in the CSV, so that a spreadsheet does not take it for a formula. The JSON keeps the exact text.
  • JSON: the same rows, with numbers, booleans and null; the file also contains the column dictionary (in French) and the licence.
  • The files are produced at each update of the site, from the same data as the pages.

Licence

The data are published under the Licence Ouverte / Open Licence version 2.0 (Etalab). You may copy, modify and reuse them, including for commercial purposes, provided you mention the source (“Déchiffrer 2027”) and the date of the update.

Quotes from programmes and statements (citation column) remain the work of their authors: they are reproduced under the right of short quotation and are not covered by the licence.

Before using them

  • The amounts are static estimates, with a range: read the warning and the method. A position that is not costed is not a position without cost.
  • The statut column says whether a position has been reviewed. A position “en vérification” (being checked) may still change.
  • The justice section of the candidate profiles is not exported: a copy would circulate without the reminder of the presumption of innocence or the outcome of the proceedings. It can be read, up to date, on each candidate’s profile.
  • An error in the data? Report it: the correction is published in the errata and in the next file.

  • propos_rapportesOui when the quote is a media outlet's rewording, not the person's exact words.oui/non (yes/no)
  • source_typeprogramme, declaration (the candidate), proche (an associate of the candidate) or parti (party document).text
  • sourceReference of the source, in plain words (document, version, page; or media outlet, date, who is speaking).text
  • source_urlLink to the source (PDF opened at the quoted page where possible). Empty if the document has no address.address
  • pagePage of the quoted document, if there is one.number
  • source_dateDate of the source (YYYY-MM-DD): date of the programme, or of the statement.date
  • orateurWho is speaking, for a statement, an associate or a party document.text
  • statutVerification status: en vérification (recorded, not yet reviewed), validée (validated), contestée (contested), en révision (under revision).text
  • versionVersion of the page (1 when first recorded; each correction increases it, see the errata).number
  • date_versionDate of the current version.date
  • chiffrageCosting result: chiffrée (costed), statu quo (current law maintained or zero amount), chiffrée non additionnée (costed, not added: entirely covered by another position of the same candidate), non chiffrée (not costed), pas encore encodée (not yet encoded), levier non chiffrable (lever that cannot be costed).text
  • additionneOui when the amount enters the totals of the costing summary (spending, revenue decreases, revenue, savings); non for a position that is not costed or not added. An added position may be added only in part: see montant_non_additionne.oui/non (yes/no)
  • extrapoleOui when the proposed value lies outside the range measured by the source: amount costed by linear extrapolation, marked with an asterisk on the site, counted in the totals.oui/non (yes/no)
  • reprisOui when the amount is the candidate's own, taken as is (€1bn announced = €1bn): no gap is calculated.oui/non (yes/no)
  • deriveCoefficient calculated by the editors from a published yield (proceeds ÷ rate): the source. Empty otherwise.text
  • hypothese_redactionOui when the editors had to choose a reading of an unclear text (see chiffrage_note).oui/non (yes/no)
  • chiffrage_partielOui when part of the position is not costed (see chiffrage_note).oui/non (yes/no)
  • chiffrage_noteAssumption adopted, part not costed, central value brought down to the lowest amount or raised to the highest amount of the range (acknowledged bias, with its reason), or reason why the position is not costed.text
  • categorieNature of the amount: new spending, revenue decrease, new revenue, saving, zero cost; for the debt scope, more or less lending by the State.text
  • ventilationWhen the amounts of an added position go into several totals of the costing summary (a revenue and the spending it finances, earmarked revenue rule): the share of each, as a central value (€bn per year, in magnitude); empty otherwise.text
  • perimetresolde (weighs on the deficit) or dette (loan or purchase of assets, counted separately).text
  • cout_centralCentral estimate. €bn per year, full year, static, in euros of the year of the lever's source (see horizon in the cost schedule table). Sign convention: positive = cost to the public finances (new spending, revenue decrease); negative = saving or new revenue. On the site, the same amount is shown with the opposite sign (“+” = gain for the public accounts).number
  • cout_basLower bound of the range (same unit and same sign as cout_central).number
  • cout_hautUpper bound of the range (same unit and same sign as cout_central).number
  • montant_non_additionneCentral amount costed but not added, same unit and same sign as cout_central. Position not added: its whole amount (equal to cout_central). Position added in part (overlap with another position of the same candidate, of which only the common part estimated by the cost schedule is removed): the part removed, cout_central then being the amount counted. Empty when everything is added.number
  • cout_annonce_candidatCost or yield announced by the candidate themselves, quoted as is.text
  • montant_annonceAmount announced by the candidate, when the text gives it in €bn per year without interpretation. Same sign convention as cout_central: positive = cost, negative = saving or revenue.number
  • sens_annonceDirection of the announced amount, as the candidate presents it (new spending, revenue decrease, new revenue, saving), otherwise inferred from the sign of the amount alone; never from the lever.text
  • ecart_annoncecout_central − montant_annonce, in €bn per year, when both cover the same scope; empty otherwise (see comparaison_annonce).number
  • comparaison_annonceWhy a gap is or is not calculated: gap calculated, amount taken as is, different scope or different year, assumption by the editors, partial costing, quoted not counted, amount to be read in the quote.text
  • fichePath of the position's page on the site.address
