Current law, sources and limits of the cost schedule

Current law. The European regulation on CO2 standards for new cars (2023) requires a 100% cut in emissions in 2035, which amounts to banning the sale of new combustion-engine cars. On 16 December 2025, the Commission proposed lowering the target to -90% compared with 2021, with offsetting of the remaining 10%. The proposal was still under negotiation according to the sources read.

Horizon. Not applicable.

Limits. This is a European standard, with no direct budgetary effect in France. Budgetary costs run through other levers: the bonus (now funded by the CEE, energy savings certificates), social leasing, the scrappage bonus, and eventually the erosion of excise duties on fuels. A national position does not change the law, which is decided by qualified majority in the Council and the European Parliament.

How to read these amounts. These are static costs and revenues, with no feedback effect, over a full year: nothing on growth, employment or the revenue that economic activity would gain or lose. A higher net cost does not on its own make a worse policy, nor net savings a better one: each programme rests on an economic model (demand-led stimulus, lower compulsory levies, consolidation of the public accounts…) that the cost schedule does not settle. GDP itself measures a volume of activity, not well-being or the usefulness of what is produced. Economic models and feedback effects.
