Current law, sources and limits of the cost schedule

Current law. Constitution: the DROM are governed by art. 73 (legislative identity, adaptations possible), the overseas collectivities by art. 74 (own status set by organic law) and New Caledonia by Title XIII. New Caledonia: the Bougival agreement (July 2025), supplemented by the Élysée-Oudinot agreement (January 2026), provided for an « État de la Nouvelle-Calédonie » [“State of New Caledonia”] and a Caledonian nationality. The constitutional bill, adopted by the Senate on 24 February 2026, was rejected by the National Assembly on 2 April 2026 (preliminary motion to reject, 190 votes to 107).

Horizon. Not applicable.

Limits. No identifiable static budgetary effect. Transfers of powers come with financial transfers that depend on negotiation. The follow-up after the rejection of April 2026 is not verified at the date of the cost schedule.

How to read these amounts. These are static costs and revenues, with no feedback effect, over a full year: nothing on growth, employment or the revenue that economic activity would gain or lose. A higher net cost does not on its own make a worse policy, nor net savings a better one: each programme rests on an economic model (demand-led stimulus, lower compulsory levies, consolidation of the public accounts…) that the cost schedule does not settle. GDP itself measures a volume of activity, not well-being or the usefulness of what is produced. Economic models and feedback effects.
