Lever with no coefficient in the cost schedule: the position is compared, not costed.

Current law, sources and limits of the cost schedule

Current law. Act No. 2023-1196 of 18 December 2023 for full employment: since 1 January 2025, all RSA (minimum income) recipients are automatically registered with France Travail and sign a commitment contract. The amendment of 25 February 2026 provides for intensive follow-up after a negotiated termination (rupture conventionnelle).

Horizon. Not applicable.

Limits. Budgetary effects are purely behavioural (exits, sanctions): excluded from static costing. The cost of support by France Travail has not been recorded.

  • service-public.gouv.fr, RSA (F502): « depuis le 1er janvier 2025, chaque bénéficiaire du RSA est inscrit automatiquement à France Travail et doit signer un contrat d'engagement »

How to read these amounts. These are static costs and revenues, with no feedback effect, over a full year: nothing on growth, employment or the revenue that economic activity would gain or lose. A higher net cost does not on its own make a worse policy, nor net savings a better one: each programme rests on an economic model (demand-led stimulus, lower compulsory levies, consolidation of the public accounts…) that the cost schedule does not settle. GDP itself measures a volume of activity, not well-being or the usefulness of what is produced. Economic models and feedback effects.
