Security and justice, Fabien Roussel
Police and gendarmerie numbers: 60,000 police officers, investigators, customs officers and judges (€2.5bn)
Direction of change: increase, compared with current law.
The lever. Number of police officers and gendarmes, announced recruitment, municipal police, presence on the ground. Direction rule: ↑ higher staff numbers.
« Il est possible et même indispensable d’embaucher 60.000 agents de police, d’enquêteurs, de douaniers, de magistrats, pour mener ce combat sans merci. […] ce ne sont pas deux millions d’euros supplémentaires qu’il faut, mais 2,5 milliards d’euros de crédits pour embaucher ces 60.000 agents, les former, pour faire en sorte qu’il y ait plus de douaniers, plus de gardiens de la paix, plus de magistrats dans la République. »1Translation by the editorsIt is possible and even essential to hire 60,000 police officers, investigators, customs officers, judges, to wage this merciless fight. […] it is not two million euros more that is needed, but 2.5 billion euros of appropriations to hire these 60,000 staff, train them, to ensure there are more customs officers, more police officers, more judges in the Republic.

Our calculation
−€2.7bn
per year for the public accounts, new spending, range −€4.5bn to −€2.6bn.
The calculation
- Additional police officers and gendarmes: (60,000 − 0) ÷ 1,000 = 60 times “1,000 additional police officers or gendarmes (FTEs)”, each a cost of €0.05bn (0.04 to 0.08).
Assumption by the editors. 60,000 staff (police officers, investigators, customs officers, magistrates) with no breakdown: all counted under this lever, at the average cost of a police and gendarmerie post (€45.1k at the centre, full employer cost at the upper bound); a justice post costs a little more (about €50k in the cost schedule). The candidate puts the whole at €2.5bn of appropriations, without saying over what period: cited, not compared.
Coefficient calculated by the editors from AN, rapport spécial PLF 2026, Sécurités: the position is marked as an assumption by the editors.
Current law, sources and limits of the cost schedule
Current law. LOPMI 2023-2027. Police nationale: 153,286 FTEs worked (ETPT); gendarmerie: 103,079 ETPT (PLF 2026). 2026 staffing plan: +1,000 FTEs in the police and +400 in the gendarmerie. Title 2 excluding the pensions special account (CAS): €7.95bn for the police, €5.11bn for the gendarmerie.
Horizon. full year 2032, €bn/year
Limits. Average cost excluding CAS (special allocation account for pensions): €51.9k per ETPT (full-time equivalent worked) for the police (€7,948.7m / 153,286 ETPT), €49.6k for the gendarmerie, all categories combined, including administrative staff; brought down to activity pay by the ratio of about 1.15 from the 2024 PAP (measured on teachers, applied for lack of a published ratio for the police and gendarmerie; editors' calculation): €45.1k (central value) and €43.1k (lower bound). “Net” convention (R9), the same as for the public sector pay index point and public sector headcount: at the centre, cost excluding all employer contributions paid to other general government bodies (CAS Pensions, employer social contributions); at the upper bound, full employer cost. The published “excluding CAS” cost still includes employer contributions other than the CAS: it is brought down to activity pay alone by the “average loaded cost excluding CAS / activity pay” ratio from the 2024 PAP (Enseignement scolaire, entry-exit costs: 47,634 / 41,610 = 1.145 in primary, 51,198 / 44,265 = 1.157 in secondary, about 1.15 on average; editors' calculation). The former central value (0.06) added 15% for equipment and running costs without a source: removed on 13 October 2026. High value: with the contribution to the CAS Pensions. 2022 benchmarks not counted, with a different scope: iFRAP costed 12,000 police officers at €0.57bn (€47.5k per officer, scope not published); the Institut Montaigne costed a community police force made up three-quarters of contract security assistants at €46k per officer, pensions included. Initial training (one year) delays the effect on the ground.
- AN, rapport spécial PLF 2026, Sécurités, 2025-10: « Programme 176 Police nationale 147 076 153 286 ; Programme 152 Gendarmerie nationale 99 790 103 079 ; 7 948,7 millions d'euros de crédits de titre 2 hors contribution d'équilibre au CAS Pensions ; 5 111,4 millions d'euros de crédits de titre 2 hors CAS Pensions »
How to read these amounts. These are static costs and revenues, with no feedback effect, over a full year: nothing on growth, employment or the revenue that economic activity would gain or lose. A higher net cost does not on its own make a worse policy, nor net savings a better one: each programme rests on an economic model (demand-led stimulus, lower compulsory levies, consolidation of the public accounts…) that the cost schedule does not settle. GDP itself measures a volume of activity, not well-being or the usefulness of what is produced. Economic models and feedback effects.
