Access to higher education: Parcoursup and MonMaster replaced, with no cover letter

Direction of change: change of another kind, or uncertain direction, compared with current law.

The lever. Rules for entering higher education after the baccalauréat: allocation platform (Parcoursup), selection, places available. Direction rule: ↑ stricter selection.

« Réhabiliter le droit à des études supérieures en remplaçant ParcourSup et MonMaster par une vraie plateforme d’orientation permettant de hiérarchiser et de sectoriser des vœux sans lettres de motivation ni mention du lycée d’origine. Publier et rendre accessible l’ensemble des algorithmes. Intégrer des quotas de boursiers dans les formations supérieures. »1

Translation by the editorsRehabilitate the right to higher education by replacing ParcourSup and MonMaster with a real guidance platform making it possible to rank and sectorise choices without cover letters or mention of the upper secondary school of origin. Publish all the algorithms and make them accessible. Introduce quotas of grant holders in higher education programmes.

Current law, sources and limits of the cost schedule

Current law. Loi ORE of 2018: Parcoursup. Non-selective bachelor's programmes (licences) may answer « oui si » [“yes, if”]; master's programmes have been selective since 2017.

Horizon. Not applicable.

Limits. Abolishing or tightening selection costs nothing in itself. However, a promise of additional places has a cost, which depends on the cost per student (not sourced here); it is costed only if a candidate announces a number of places.

How to read these amounts. These are static costs and revenues, with no feedback effect, over a full year: nothing on growth, employment or the revenue that economic activity would gain or lose. A higher net cost does not on its own make a worse policy, nor net savings a better one: each programme rests on an economic model (demand-led stimulus, lower compulsory levies, consolidation of the public accounts…) that the cost schedule does not settle. GDP itself measures a volume of activity, not well-being or the usefulness of what is produced. Economic models and feedback effects.
