Lever with no coefficient in the cost schedule: the position is compared, not costed.
Current law, sources and limits of the cost schedule
Current law. President elected for five years, at most two consecutive terms (Constitution, art. 6, 2000 reform and 2008 revision). MPs elected for five years. Holding a parliamentary seat together with a local executive office has been prohibited since 2017 (organic law no. 2014-125). Senate: at most 348 members (art. 24).
Horizon. Not applicable.
Limits. Lengthening or shortening terms of office changes the number of elections only marginally. A reduction in the number of parliamentarians would have a budgetary effect, but no grant to the assemblies is recorded here. The organic law on multiple office-holding is cited without a link to the text.
How to read these amounts. These are static costs and revenues, with no feedback effect, over a full year: nothing on growth, employment or the revenue that economic activity would gain or lose. A higher net cost does not on its own make a worse policy, nor net savings a better one: each programme rests on an economic model (demand-led stimulus, lower compulsory levies, consolidation of the public accounts…) that the cost schedule does not settle. GDP itself measures a volume of activity, not well-being or the usefulness of what is produced. Economic models and feedback effects.
