Wages and SMIC (minimum wage), Marine Tondelier
Wage increases and indexation: Restore the favourability principle, sector minimums raised at least to the SMIC
Direction of change: increase, compared with current law.
The lever. Rules that make wages rise beyond the SMIC (minimum wage): indexation to prices, wage conferences, sector-level bargaining obligations. Direction rule: ↑ wages better protected by law (indexation, minimum rates, mandatory bargaining).
« Rétablir le principe de faveur qui voit la loi primer sur la convention collective. Relever en conséquence les minima conventionnels au moins au niveau du salaire minimum. »1Translation by the editorsRestore the favourability principle whereby the law takes precedence over the collective agreement. Consequently raise the minimum rates set in collective agreements at least to the level of the minimum wage.

Our calculation
lever that cannot be costed
Lever with no coefficient in the cost schedule: the position is compared, not costed.
Current law, sources and limits of the cost schedule
Current law. No automatic indexation of private-sector wages to prices (only the SMIC is indexed, Labour Code, Art. L3231-4 et seq.). In the civil service, the value of the public sector pay index point is set by decree.
Horizon. Full year, €bn per year, in 2022 euros, not updated for 2032
Limits. Not costed here: the cost of the civil service pay index point is carried by the « fonction-publique » lever. Indexation of private sector wages (sliding scale) has no direct static budgetary cost, except through public employers and indexed benefits: not costed. Benchmark: iFRAP 2022 costs « 2 points » [“2 points”] of index point value at €4bn (the think tank's own costing), consistent with the official cost of one point, €2.17bn to €2.27bn (Senate, 2022 and 2023 increases), carried by the « fonction-publique » lever.
EMMANUEL MACRON (mesures chiffrables) […] Augmentation du point de fonction publique : 2 points 4 »
How to read these amounts. These are static costs and revenues, with no feedback effect, over a full year: nothing on growth, employment or the revenue that economic activity would gain or lose. A higher net cost does not on its own make a worse policy, nor net savings a better one: each programme rests on an economic model (demand-led stimulus, lower compulsory levies, consolidation of the public accounts…) that the cost schedule does not settle. GDP itself measures a volume of activity, not well-being or the usefulness of what is produced. Economic models and feedback effects.
