Resources for the justice system: Recruit 3,000 additional judges and court clerks
Direction of change: increase, compared with current law.
The lever. Justice budget, number of judges and court clerks, time taken to reach judgment. Direction rule: ↑ more resources.
Translation by the editorsThis modernisation must also be accompanied by a sustained effort on human resources, with the recruitment of 3,000 additional judges and court clerks in order to speed up the handling of proceedings and relieve congestion in the courts.

Our calculation
−€0.2bn
per year for the public accounts, new spending, range −€0.3bn to −€0.2bn.
The calculation
- Additional posts in the judicial services: (3,000 − 0) ÷ 1,000 = 3 times “1,000 additional posts in the judicial services (judges, court clerks, attachés)”, each a cost of €0.05bn (0.05 to 0.09).
Assumption by the editors. Overlap with “Numbers and pay of civil servants” examined: estimated common base zero, both amounts are added. No source says that an overall public sector headcount target is counted net of the justice jobs created on this lever: by default, the common base is zero and the two amounts are added together.
Coefficient calculated by the editors from AN, rapport spécial PLF 2026, Justice: the position is marked as an assumption by the editors.
Current law, sources and limits of the cost schedule
Current law. LOPJ 2023-2027: +10,000 FTEs by 2027, including 1,500 judges and 1,800 court clerks. Justice mission: €13.05bn in payment appropriations, €10.63bn excluding the pensions special account (CAS Pensions) (PLF 2026). 9,007 judges in courts in 2025.
Horizon. full year 2032, €bn/year
Limits. Average cost excluding CAS (special allocation account for pensions) for programme 166: €2.3bn / 39,482 ≈ €58k per ETPT (full-time equivalent worked); brought down to activity pay by the ratio of about 1.15 from the 2024 PAP (measured on teachers, applied for lack of a published ratio for the judicial services; editors' calculation): about €50k, low and central value. A magistrate costs more (high value, full employer cost with the CAS). “Net” convention (R9), the same as for the public sector pay index point and public sector headcount: at the centre, cost excluding all employer contributions paid to other general government bodies (CAS Pensions, employer social contributions); at the upper bound, full employer cost. The published “excluding CAS” cost still includes employer contributions other than the CAS: it is brought down to activity pay alone by the “average loaded cost excluding CAS / activity pay” ratio from the 2024 PAP (Enseignement scolaire, entry-exit costs: 47,634 / 41,610 = 1.145 in primary, 51,198 / 44,265 = 1.157 in secondary, about 1.15 on average; editors' calculation). For a commitment expressed as a budget (“double the justice budget”), take the difference in €bn on the basis of €10.63bn excluding CAS. “Mission budget” parameter: cost equal to the difference between the target amount and €10.63bn (2026 appropriations excluding CAS Pensions, Senate). It covers the whole mission (judicial justice, prison administration, PJJ, access to law): it is not added to a costing of prison places or of closed educational centres for the same candidate. It is used for commitments expressed as a total budget, not for recruitment, which is costed by the jobs parameter.
How to read these amounts. These are static costs and revenues, with no feedback effect, over a full year: nothing on growth, employment or the revenue that economic activity would gain or lose. A higher net cost does not on its own make a worse policy, nor net savings a better one: each programme rests on an economic model (demand-led stimulus, lower compulsory levies, consolidation of the public accounts…) that the cost schedule does not settle. GDP itself measures a volume of activity, not well-being or the usefulness of what is produced. Economic models and feedback effects.
