Citizens' initiative referendum (RIC): Annual referendum day; no RIC mentioned
Direction of change: change of another kind, or uncertain direction, compared with current law.
The lever. Whether citizens can trigger a referendum themselves, and on which subjects. Direction rule: ↑ broader citizens' initiative.
»1Translation by the editorsIf I am elected President of the Republic, I want a referendum to be held every year on a referendum day, with several multiple-choice questions on subjects discussed and worked on beforehand with the political forces and the social partners. The Constitution will moreover have to be revised to make recourse to the referendum massively easier.

Costing
Announced by the candidate
not announced
The cited source does not cost this measure.
Published costings
none
No external costing of this position recorded to date.
Our calculation
−€0.2bn
per year for the public accounts, new spending, range −€0.2bn to −€0.1bn.
The calculation
- National referendums held per year: (1 − 0) ÷ 1 = 1 times “1 national referendum held (cost of one vote)”, each a cost of €0.15bn (0.1 to 0.2).
Current law, sources and limits of the cost schedule
Current law. No RIC (citizens' initiative referendum). There is only the shared-initiative referendum (Constitution, art. 11 para. 3, 2008 revision): it requires the initiative of one fifth of parliamentarians, supported by one tenth of registered voters. A national referendum is held on the initiative of the President (art. 11) or as part of a revision (art. 89).
Horizon. Cost per vote, in current €bn. The annual cost in 2032 depends on the number of referendums, which the programme must specify.
Limits. Minimal budgetary effect compared with the democratic stakes. Bottom of the range: an electronic vote, according to the minister. Top: a paper vote. The effects of decisions taken by RIC (abolition of taxes, etc.) are costed in the relevant levers, not here. The cost of the 2005 referendum (€130.6m in 2005 euros, borne by the Ministry of the Interior alone) comes from the ministerial reply; it is within the €100m to €200m range given by the minister in 2025. Nearly half (€58.8m) is the sending of documents to voters.
How to read these amounts. These are static costs and revenues, with no feedback effect, over a full year: nothing on growth, employment or the revenue that economic activity would gain or lose. A higher net cost does not on its own make a worse policy, nor net savings a better one: each programme rests on an economic model (demand-led stimulus, lower compulsory levies, consolidation of the public accounts…) that the cost schedule does not settle. GDP itself measures a volume of activity, not well-being or the usefulness of what is produced. Economic models and feedback effects.
