Our calculation

−€1bn

per year for the public accounts, revenue cut, range −€1.2bn to −€0.6bn.

The calculation

  • Reinstatement of a Pinel-type tax reduction from 2028: cost in 2032 of four to five generations of investments (editors' calculation on the 2019 IGF-CGEDD evaluation): Option costed by the source: a cost of €1bn (0.6 to 1.2) per year.

Assumption by the editors. Reading: « un avantage fiscal type Pinel » [“a Pinel-type tax advantage”] is read as the last Pinel scheme, restored at the start of the term. Cost in 2032 of four to five generations of investments, at €0.24bn per generation per year (IGF-CGEDD (finance and environment inspectorates), 2019: 60,000 dwellings a year, €200,000 on average); lower bound at the reduced rates of 2024: €0.6bn to €1.2bn. The volume of investments under a restored scheme is not known.

Coefficient calculated by the editors from IGF et CGEDD, Évaluation du dispositif d'aide fiscale à l'investissement locatif Pinel, novembre 2019 (page 22 du PDF): the position is marked as an assumption by the editors.

Current law, sources and limits of the cost schedule

Current law. 474 to about 500 tax expenditures. Total cost in the PLF 2026: €85bn to €88.3bn under the Bercy convention, which counts only the State's share of VAT. 2024 cost: €101.4bn counting all VAT (Fipeco, based on the Cour des comptes report). The most costly: CIR (research tax credit) (€7.7bn to €8.1bn), home employment tax credit (6.4 to 7.2), Dutreil pact (5.0 in 2024), 10% allowance on pensions (4.7 to 4.8), reduced-rate VAT on building works (4.6) and on restaurants (4.2), employee savings (2.9), overtime (2.25 for the income tax portion in 2026, tax expenditure 120146), donations (2.2). Social security expenditures (niches sociales): reductions on low wages €39.1bn in 2025 (merged into the RGDU in 2026); reductions in social contributions about €80bn in total according to the minister (Senate hearing, May 2025). The LPFP 2023-2027 requires −€0.5bn per year of tax expenditures.

Horizon. Full year, 2024-2026 values; not indexed for 2032 (it would follow the base).

Limits. The costing of a tax expenditure measures the revenue loss assuming unchanged behaviour, not the actual gain from abolishing it (as Bercy itself points out). Totals diverge depending on the VAT convention: €85bn to €88bn (Bercy, PLF 2026) against €101bn (Cour des comptes and Fipeco, 2024). Total of €88.3bn in 2026 and ranking of the most costly tax expenditures: PLF 2026, Voies et moyens, volume II (pages 13 and 25). Social expenditures (reductions, exemptions) are tracked separately, in the PLFSS annex. The 10% across-the-board cut is already given by the linear parameter; « supprimer 23 niches » [“abolish 23 tax expenditures”] is not a defined measure. One measure, one lever: the 10% allowance on pensions is costed under the « abattement-retraites » lever, the Dutreil pact under « droits-succession », the overtime exemption under « heures-supplementaires » (income-tax share: €2.25bn forecast for 2026 in the PLF 2026; the uncompensated social security cost is a different amount, €2.31bn in 2026). A uniform cut overlaps these abolitions, as well as those of this lever's options (research tax credit, home employment, restaurants, social housing bodies (HLM)) and of the other tax expenditures costed elsewhere (employee savings, childcare costs): declared overlaps. Corporate income tax exemption for HLM bodies: €340m forecast for 2026 in the PLF 2026, Bercy's costing assuming unchanged behaviour (reliability rated « bonne », good). The series has been revised downwards: €750m actual in 2023 (PLF 2025), €400m in 2024. An abolition spread over several years is costed at its end point, in full year. PLF 2026 figures: volume II of the Voies et moyens (National Assembly document 1087933). Real estate capital gains (option, 18 October 2026): the Cour des comptes (November 2025) costs replacing the allowance for length of ownership with taking account of monetary erosion alone, at the current rate of 36.2%, at « environ 1,9 Md€, toutefois hors effets volume » [“about €1.9bn, however excluding volume effects”] (2022 transactions), at the centre; upper bound, the difference in its table 13 between the current revenue forgone and that of the « plancher » [“floor”] formula (€2,957m, i.e. « 3 Md€ » [“€3bn”]); lower bound, the €1.9bn scaled to 2023 revenue (€3.6bn instead of 4.7, i.e. −23%), €1.5bn (editors' calculation). The Cour des comptes specifies that these amounts do not measure the budgetary gain, « probablement moindre » [“probably smaller”], because of the fall in sales. Maintenance payments received (option): the tax legislation directorate (direction de la législation fiscale), cited by National Assembly report no. 2121 (November 2025), estimates the exemption at €121m per year (2022 income), for 162,372 taxable households out of 570,000; abolishing the payer's deduction at the same time would raise €590m (not counted in the option). Return of the Pinel scheme (option, editors' calculation): the IGF (General Inspectorate of Finance) and the CGEDD (General Council for the Environment and Sustainable Development) (2019) estimate that at steady state the annual cost equals that of one generation, €2.16bn, for 60,000 dwellings per year, €200,000 on average and a nine-year commitment, i.e. €0.24bn per generation per year; a scheme restored in 2028 has four generations in 2032 (centre, €0.96bn) or five (upper bound, €1.2bn); lower bound, four generations at the reduced rates of 2024 (9% instead of 12% over six years, ratio applied), €0.6bn. The investment volume of a restored scheme is not known (60,000 dwellings: 2016-2017 level). Two social expenditures named by a position (options of 20 October 2026, tax and social security expenditures lever; no other cost schedule option costs them). Flat-rate deduction of employer contributions on overtime (Art. L. 241-18-1 of the code de la sécurité sociale: €1.50 per hour below 20 employees, €0.50 above): €872m forecast for 2026 for companies with fewer than 250 employees, of which €504m below 20 employees and €368m from 20 to 249 (PLFSS 2026, annex 4, table 13, on an accruals basis, before the LFSS measures; €865m in 2024). The LFSS for 2026 (identical amendments no. 879 and 2283, adopted on 6 November 2025) has extended it since 1 January 2026 to companies with 250 employees or more, at a cost of €150m according to the general rapporteur and the minister for public accounts in the chamber. Option « fin-deduction-patronale-heures-sup »: €1.02bn at the centre and as the upper bound (872 + €150m); €0.87bn as the lower bound, the annex amount alone, since the extension has no recorded cost yet. It overlaps neither the income tax exemption nor the reduction in employee contributions on overtime (« heures-supplementaires » lever), which concern other levies. End of the single tapered general reduction (RGDU) between 2 and 3 SMIC (option « fin-rgdu-2-3-smic », editors' calculation): exit point brought down from 3 to 2 SMIC, reduction unchanged below that. No source read publishes the share of the RGDU paid in this band (the “exit at 2 SMIC” scenario of the SMIC Expert Group redesigns the whole curve and is costed relative to the 2025 schedule: it is not the same measure). Calculation: the RGDU coefficient, 0.0200 + Tdelta × [½ × (3 × annual SMIC / annual gross pay − 1)]^1.75, with Tdelta of 0.3781 (fewer than 50 employees) or 0.3821 (50 or more), is worth 5.4% of gross pay at 2 SMIC, 3.7% at 2.25 SMIC, 2.7% at 2.5 SMIC and 2% (floor) up to 3 SMIC; it is applied, band of 0.1 SMIC by band (average rate of each band), to the 2024 private-sector gross wage bill given by the labels of chart I.24 of the SMIC Expert Group (2025 report): amount of the 6-point reduced health rate divided by 0.06 from 2 to 2.4 SMIC (1.2; 1.1; 1.0; €0.9bn), amount of the 1.8-point reduced family rate divided by 0.018 from 2.4 to 3 SMIC (0.3 then €0.2bn per band; the 2.4-2.5 band was only partly eligible for the health rate). Gross wage bill of €142bn between 2 and 3 SMIC (€144bn reading the family rate alone), reduction of €4.56bn (€4.66bn), 4.6 at the centre. Bounds: labels rounded to the nearest tenth of a billion, all taken to within €0.05bn in the same direction, €4.0bn and €5.1bn. 2024 wage bill not indexed, like the neighbouring option “end of reductions above 1.6 SMIC” (the rise in wages from 2024 to 2026 would raise the amount by a few per cent). Static: employment effects, small above 2 SMIC according to the Expert Group, are not counted. Declared overlaps with the abolition of reductions above 1.6 SMIC and with their total abolition (“Reductions in social contributions on low wages” lever), which contain this whole band. « Gel des exonérations à partir de 3 fois le SMIC » [“Freeze of exemptions from 3 times the SMIC”]: since 2026, no general reduction has been paid above 3 SMIC; nothing to cost.

How to read these amounts. These are static costs and revenues, with no feedback effect, over a full year: nothing on growth, employment or the revenue that economic activity would gain or lose. A higher net cost does not on its own make a worse policy, nor net savings a better one: each programme rests on an economic model (demand-led stimulus, lower compulsory levies, consolidation of the public accounts…) that the cost schedule does not settle. GDP itself measures a volume of activity, not well-being or the usefulness of what is produced. Economic models and feedback effects.
