Taxation of pensioners, Raphaël Glucksmann

CSG (general social contribution) on pensioners: Larger contribution from pensioners, without saying through which tax

Direction of change: change of another kind, or uncertain direction, compared with current law.

The lever. Rate of general social contribution (CSG) levied on pensions, which varies with the household's taxable income. Direction rule: ↑ higher rates for pensioners.

Translation by the editorsstrengthen tax fairness by taxing the wealth of the richest, with a payment-spreading scheme for business assets; a differential contribution from the highest incomes; a larger contribution from pensioners;

« Une plus forte contribution des retraités » [“A larger contribution from pensioners”], with no instrument or threshold: the increase could come through the CSG on pensions, the 10% tax allowance or another tax. Direction “other” and nothing to cost without choosing. Place publique also denounced in 2025 a tax system that favours « les héritiers ou les retraités aisés » [“heirs or well-off pensioners”] (« Acte un »), without further detail.

Current law, sources and limits of the cost schedule

Current law. CSG on pensions (Art. L. 136-8 CSS (Social Security Code)) has four rates depending on reference taxable income: 0%, 3.8% (reduced rate), 6.6% (median rate) and 8.3% (full rate). 2026 thresholds for one share (2024 RFR): €13,048, €17,057 and €26,472 (€12,817, €16,755 and €26,004 in 2025). Earned income bears 9.2%. In addition there are the CRDS (0.5%, except for those exempt) and the CASA (0.3%, at the median and full rates). Yield of the CSG on retirement pensions: €25.4bn in 2025, €26.5bn forecast for 2026 (CCSS, October 2026).

Horizon. Year 2027 (IPP, TAXIPP, static with second-round effects), €bn per year. Not uprated for 2032 (it would follow total pensions).

Limits. Net yields: aligning the two rates loses about €0.6bn through a second-round effect, because the increase falls on the deductible portion and reduces income tax. A cut in retirees' CSG, for example a return of the full rate to 6.6%, has no costing read. As an indication, the full rate yields about €1.7bn net per point (1.5 / 0.9), derived from scenario C2, but not beyond the simulated range. The burden falls mainly on the middle classes (median rate, +2.6 points). Revenue from CSG on retirement pensions (basic and supplementary schemes): €25.4bn in 2025, €26.5bn forecast for 2026 (CCSS, October 2026, table 3); the value of one point on all replacement income (€3.90bn in 2025, of which about 90% pensions) is under the CSG lever. Thresholds updated on 18 October 2026 (service-public.fr, fact sheet F2971); the IPP costings remain those of its note, on 2025 legislation.

How to read these amounts. These are static costs and revenues, with no feedback effect, over a full year: nothing on growth, employment or the revenue that economic activity would gain or lose. A higher net cost does not on its own make a worse policy, nor net savings a better one: each programme rests on an economic model (demand-led stimulus, lower compulsory levies, consolidation of the public accounts…) that the cost schedule does not settle. GDP itself measures a volume of activity, not well-being or the usefulness of what is produced. Economic models and feedback effects.
