Common Agricultural Policy: End of per-hectare payments, capped payments

Direction of change: change of another kind, or uncertain direction, compared with current law.

The lever. Position on the European Union's Common Agricultural Policy: budget, distribution of aid, reform or exit. Direction rule: ↑ more aid.

« Réformer la PAC pour soutenir l’emploi et le revenu agricole, l’utilité écologique et l’agriculture familiale, en rompant avec le modèle des aides à l’hectare qui accroît les inégalités de revenus, en soutenant la conversion au bio, en plafonnant les aides comme en Espagne pour rediriger les fonds vers les petites fermes, les jeunes installés, les éleveurs ou l’agroécologie. »1

Translation by the editorsReform the CAP to support agricultural employment and income, ecological usefulness and family farming, by breaking with the per-hectare payment model that increases income inequalities, by supporting conversion to organic farming, by capping payments as in Spain to redirect funds towards small farms, newly established young farmers, livestock farmers or agroecology.

Current law, sources and limits of the cost schedule

Current law. The CAP national strategic plan 2023-2027 allocates French agriculture about €9.1bn a year (official document of 2022). Secondary sources give €9.4bn a year, of which €8.7bn for the PSN. The transfer from the first to the second pillar is 7.5%. The post-2027 EU financial framework is under negotiation.

Horizon. Not applicable.

Limits. The PAC (Common Agricultural Policy) is funded by the EU budget. A national position (capping, convergence, greening) redistributes the envelope with no net cost for the national budget. Only national co-financing of the second pillar or a substitute national aid would have a cost. If a candidate proposes to « renationaliser » [“renationalise”] the PAC, the cost would be about €9bn per year of national spending, less the reduction in the French contribution to the EU budget, which is not costed here.

How to read these amounts. These are static costs and revenues, with no feedback effect, over a full year: nothing on growth, employment or the revenue that economic activity would gain or lose. A higher net cost does not on its own make a worse policy, nor net savings a better one: each programme rests on an economic model (demand-led stimulus, lower compulsory levies, consolidation of the public accounts…) that the cost schedule does not settle. GDP itself measures a volume of activity, not well-being or the usefulness of what is produced. Economic models and feedback effects.
