Violence against women and children: Comprehensive law on sexual violence « et surtout les 3 milliards » [“and above all the 3 billion”]
Direction of change: increase, compared with current law.
The lever. Prevention of and action against domestic, sexual and intra-family violence and violence against children: plans, budget, reception and shelter of victims, protection measures, framework act. Direction rule: ↑ more public resources against such violence.
« Et pour protéger les femmes et les enfants contre ces violences sexuelles et sexistes. Nous voulons une loi intégrale et surtout les 3 milliards d'euros qui vont avec. Sinon, ça n'a pas de sens. »1Translation by the editorsAnd to protect women and children against this sexual and sexist violence. We want a comprehensive law and above all the 3 billion euros that go with it. Otherwise, it makes no sense.

Costing
Announced by the candidate
−€3bn
per year, cost to the public accounts. PCF summer university, 26 August 2026: « Nous voulons une loi intégrale et surtout les 3 milliards d'euros qui vont avec. » [“We want a comprehensive law and above all the 3 billion euros that go with it.”]

Our calculation
−€1.5bn
per year for the public accounts, new spending. Candidate’s amount, taken as is.
The calculation
- Additional public funding against violence against women and children: (1.5 − 0) ÷ 1 = 1.5 times “+€1bn a year of public funding against violence against women and children”, each a cost of €1bn (1 to 1).
Assumption by the editors. Partial costing. The candidate calls for the comprehensive law « et surtout les 3 milliards d'euros qui vont avec » [“and above all the 3 billion euros that go with it”], without saying “a year” or “additional”. Article 68 of the comprehensive law (loi intégrale) passed at first reading by the National Assembly (13 October 2026) programmes €3,000m of appropriations a year from 2027 to 2032: a total amount of appropriations, whereas existing spending on sexual and gender-based violence is €1.5bn according to the Government (€1bn from the State, €0.5bn from social security, sitting of 9 October 2026). Most cautious reading, the same for all: €3bn read as the total, i.e. €1.5bn a year more than current appropriations (partial costing). Read as a supplement, they would be worth €3bn; the Government estimates the cost of the law's measures, in the long run, at between €3bn and €4bn on top of existing spending.

Current law, sources and limits of the cost schedule
Current law. Interministerial plan for equality between women and men 2023-2027, whose first strand is devoted to violence against women; plan to combat violence against children 2023-2027 (€11.5m in the PLF 2027). Programme 137 « Égalité entre les femmes et les hommes »: €98.65m in the LFI 2026, €106.28m in the PLF 2027. 2026 cross-cutting policy document: €562.32m in payment appropriations for the strand « Combattre les violences faites aux femmes » (combating violence against women). The Government puts existing spending against sexual and gender-based violence at €1.5bn (€1bn from the State, €0.5bn from social security). The « intégrale » (comprehensive) private member's bill against sexual, gender-based and domestic violence was adopted at first reading by the National Assembly on 13 October 2026 (accelerated procedure); the Senate has not yet examined it. Its article 68 schedules €3,000m in appropriations a year from 2027 to 2032.
Horizon. Spending in a full year, static: €1 announced = €1 of deficit, compared with current policies, under which the programming of the comprehensive law has not been finally passed.
Limits. Envelope parameter, like public investment or rail: it applies only to an amount announced on top of current resources. A commitment expressed as a total budget (“raise the resources to X”) comes down to the difference from existing spending, which the Government puts at €1.5bn for sexual and gender-based violence; this amount aggregates appropriations from several budgets and is not published line by line (the 2026 cross-cutting policy document puts the « violences » (violence) axis at €562.32m; the 2027 one is not yet published). If the comprehensive law is finally adopted with its programming, the current-policies baseline changes and this cost schedule changes: the Government estimates the cost of its measures, eventually, at €3bn to €4bn on top of existing spending. Benchmark, not counted: the Fondation des Femmes (2023, non-profit source) estimates the needs at €2.6bn to €5.4bn per year for violence against women alone. Part of these resources may also appear in the Justice budget (victim support) or in police headcount: overlap declared with the Justice mission budget.

How to read these amounts. These are static costs and revenues, with no feedback effect, over a full year: nothing on growth, employment or the revenue that economic activity would gain or lose. A higher net cost does not on its own make a worse policy, nor net savings a better one: each programme rests on an economic model (demand-led stimulus, lower compulsory levies, consolidation of the public accounts…) that the cost schedule does not settle. GDP itself measures a volume of activity, not well-being or the usefulness of what is produced. Economic models and feedback effects.
