The calculation

  • Abolition of the 10% allowance on pensions: Option costed by the source: a gain of €5bn (4.8 to 5.4) per year.
Current law, sources and limits of the cost schedule

Current law. 10% allowance on pensions and retirement income for income tax (Art. 158, 5-a CGI (General Tax Code), created by the Finance Act for 1978). Floor of €454 per pensioner and ceiling of €4,439 per household on 2025 income. The PLF 2026 (Art. 6) sought to replace it with a flat €2,000 per pensioner: the measure was rejected and the allowance maintained. The question returns in the 2027 budget, under discussion in October 2026.

Horizon. Full year 2024 (outturn, lower bound of the abolition) to 2027, €bn per year of revenue. Not uprated for 2032 (it would follow pensions).

Limits. Lower bound: the gross tax cost outturn in 2024, €4.80bn (Voies et moyens, volume II, PLF 2026, tax expenditure 120401; €5.32bn forecast for 2025), instead of the €4.67bn forecast for 2026, a forecast that appears to incorporate the €2,000 flat allowance of the PLF 2026, which was rejected (the same volume records −€551m for this measure in 2026; under unchanged law, about €5.2bn, a calculation not verified in the document). The PLF 2027 (art. 3) proposes a sub-ceiling of €3,000 for retirement pensions (€1.4bn in 2027, €1.1bn from 2029, impact assessment): no position takes it up, no option. The IPP costs abolition at €5.4bn net in 2027: €5.0bn of income tax plus €0.4bn less in housing benefits. This second effect penalises low-income retirees and calls for mitigating measures. For the €2,000 flat allowance, the government announced €1.5bn in 2027, of which €0.4bn from art. 157 bis, i.e. €1.1bn for the flat allowance itself. The IPP estimates it at €875m in steady state and at slightly over €0.5bn in reality. The €2,000 and €2,500 ceilings are costed by the DLF for the Senate (€2.148bn and €1.514bn).

How to read these amounts. These are static costs and revenues, with no feedback effect, over a full year: nothing on growth, employment or the revenue that economic activity would gain or lose. A higher net cost does not on its own make a worse policy, nor net savings a better one: each programme rests on an economic model (demand-led stimulus, lower compulsory levies, consolidation of the public accounts…) that the cost schedule does not settle. GDP itself measures a volume of activity, not well-being or the usefulness of what is produced. Economic models and feedback effects.
