Delegation of public services to the private sector: Fewer consultancies and less subcontracting, contract staff made permanent

Direction of change: decrease, compared with current law.

The lever. Role of private operators in public services (care homes (EHPAD), nurseries, laboratories, clinics): regulation, extension, return to direct public management. Direction rule: ↑ more delegation to the private sector.

« En finir avec la dépendance aux cabinets de conseil. Adopter un plan de titularisation des agents publics embauchés sur des contrats de droit privé. Réduire au maximum la sous-traitance pour les missions d’entretien et de sécurité. »1

Translation by the editorsEnd dependence on consultancy firms. Adopt a plan to give tenured status to public employees hired on private-law contracts. Reduce subcontracting for maintenance and security tasks as far as possible.

Current law, sources and limits of the cost schedule

Current law. Use of the private sector, for-profit or not, for care homes (EHPAD), crèches, laboratories, etc., under the authorisation and pricing regimes specific to each sector.

Horizon. Not applicable.

Limits. The cost of a “remunicipalisation” or of bringing services back in-house depends on the sector, on the buyback of assets and on public/private cost differences, which are not documented in general. To be dealt with case by case (care homes (EHPAD), crèches) in the relevant areas.

How to read these amounts. These are static costs and revenues, with no feedback effect, over a full year: nothing on growth, employment or the revenue that economic activity would gain or lose. A higher net cost does not on its own make a worse policy, nor net savings a better one: each programme rests on an economic model (demand-led stimulus, lower compulsory levies, consolidation of the public accounts…) that the cost schedule does not settle. GDP itself measures a volume of activity, not well-being or the usefulness of what is produced. Economic models and feedback effects.
