Current law, sources and limits of the cost schedule
Current law. Act no. 2025-794 of 11 August 2025 aiming to lift constraints on farming (loi Duplomb). The Constitutional Council (decision no. 2025-891 DC of 7 August 2025) struck down the reintroduction by derogation of acetamiprid, a neonicotinoid, on the basis of the Charte de l'environnement (Environment Charter). The Ecophyto 2030 strategy sets targets for reducing risks and use; the percentage and the indicator are not cited in the source.
Horizon. Not applicable.
Limits. This is a regulatory lever, with no significant budgetary cost. The support plans (Ecophyto, transition aid) have announced amounts, used as they are if a candidate changes them. The quantified targets of Ecophyto 2030 are not cited from the source (agriculture.gouv.fr pages returned a 404 error during the research).

How to read these amounts. These are static costs and revenues, with no feedback effect, over a full year: nothing on growth, employment or the revenue that economic activity would gain or lose. A higher net cost does not on its own make a worse policy, nor net savings a better one: each programme rests on an economic model (demand-led stimulus, lower compulsory levies, consolidation of the public accounts…) that the cost schedule does not settle. GDP itself measures a volume of activity, not well-being or the usefulness of what is produced. Economic models and feedback effects.
