Current law. Unconditional reception (article L. 345-2-2 of the Code de l'action sociale et des familles). General-purpose capacity stable at 203,000 places since 2021. Programme 177: €3.07bn in payment appropriations in the PLF 2026, of which €1.34bn for general-purpose capacity (emergency shelters, hotels).

Limits. Envelope announced in billions (plan with no number of places): the candidate's amount, taken as is (rule on amounts taken over, decision of 18 October 2026); benchmark: the whole of programme 177 is worth €3.07bn in payment appropriations in the PLF 2026. How to read these amounts. These are static costs and revenues, with no feedback effect, over a full year: nothing on growth, employment or the revenue that economic activity would gain or lose. A higher net cost does not on its own make a worse policy, nor net savings a better one: each programme rests on an economic model (demand-led stimulus, lower compulsory levies, consolidation of the public accounts…) that the cost schedule does not settle.
