Current law, sources and limits of the cost schedule

Current law. At most 577 MPs (Constitution, art. 24 para. 3), elected by single-member two-round majority vote in each constituency (Code électoral, art. L123). This voting system falls under ordinary law: proportional representation (full or partial) does not require a revision of the Constitution.

Horizon. Not applicable.

Limits. No budgetary effect of its own: changing the voting system does not alter the cost of an election (€171.49m for the 2024 legislative elections under programme 232, €164.47m for those of 2022, given as an order of magnitude, useful only if a measure adds a vote).

How to read these amounts. These are static costs and revenues, with no feedback effect, over a full year: nothing on growth, employment or the revenue that economic activity would gain or lose. A higher net cost does not on its own make a worse policy, nor net savings a better one: each programme rests on an economic model (demand-led stimulus, lower compulsory levies, consolidation of the public accounts…) that the cost schedule does not settle. GDP itself measures a volume of activity, not well-being or the usefulness of what is produced. Economic models and feedback effects.
