Floor prices, farm income: Charges shifted onto value added, environmental services paid for

Direction of change: change of another kind, or uncertain direction, compared with current law.

The lever. Farmers' income: guaranteed minimum prices, regulation of margins, or other support tools. Direction rule: ↑ farm income better guaranteed (floor prices, contracts).

« Nous proposons une réforme profonde du système de rémunération agricole : transfert d’une part des charges vers la valeur ajoutée pour améliorer les revenus nets et une juste rémunération des services environnementaux rendus par les agriculteurs et forestiers (stockage du carbone, entretien des écosystèmes). »1

Translation by the editorsWe propose a thorough reform of the agricultural remuneration system: shifting part of the charges onto value added to improve net incomes, and fair remuneration for the environmental services provided by farmers and foresters (carbon storage, ecosystem maintenance).

Current law, sources and limits of the cost schedule

Current law. The EGalim acts (2018, 2021 and 2023) provide for price-setting « en marche avant » [“moving forward”, i.e. starting from the producer], production cost indicators and the non-negotiability of agricultural raw materials in certain contracts. There is no general statutory floor price. These texts are not cited in the source (Légifrance, vie-publique and the DGCCRF were not accessible); references: act no. 2018-938 and act no. 2021-1357.

Horizon. Not applicable.

Limits. A floor price is a pricing rule between private actors. It has no direct budgetary cost, but an effect on food prices that no official source quantifies. If a proposal runs through public aid (income support, State-funded price guarantee), it is costed separately, at the announced amount.

How to read these amounts. These are static costs and revenues, with no feedback effect, over a full year: nothing on growth, employment or the revenue that economic activity would gain or lose. A higher net cost does not on its own make a worse policy, nor net savings a better one: each programme rests on an economic model (demand-led stimulus, lower compulsory levies, consolidation of the public accounts…) that the cost schedule does not settle. GDP itself measures a volume of activity, not well-being or the usefulness of what is produced. Economic models and feedback effects.
