Floor prices, farm income: Floor prices, margins displayed, freeze in case of abnormal inflation

Direction of change: creation of a scheme, compared with current law.

The lever. Farmers' income: guaranteed minimum prices, regulation of margins, or other support tools. Direction rule: ↑ farm income better guaranteed (floor prices, contracts).

« Faire du revenu des agriculteur·trice une priorité des politiques agricoles. Assurer une transparence et un juste partage de la valeur ajoutée en adoptant des prix planchers, un affichage obligatoire de la répartition des marges sur les produits alimentaires et, dans les cas d’inflation anormale, un blocage des prix avec une clause veillant à conserver un bon niveau de qualité sanitaire et nutritive. »1

Translation by the editorsMake farmers' income a priority of agricultural policies. Ensure transparency and a fair sharing of added value by adopting floor prices, mandatory display of the breakdown of margins on food products and, in cases of abnormal inflation, a price freeze with a clause ensuring that a good level of health and nutritional quality is maintained.

Current law, sources and limits of the cost schedule

Current law. The EGalim acts (2018, 2021 and 2023) provide for price-setting « en marche avant » [“moving forward”, i.e. starting from the producer], production cost indicators and the non-negotiability of agricultural raw materials in certain contracts. There is no general statutory floor price. These texts are not cited in the source (Légifrance, vie-publique and the DGCCRF were not accessible); references: act no. 2018-938 and act no. 2021-1357.

Horizon. Not applicable.

Limits. A floor price is a pricing rule between private actors. It has no direct budgetary cost, but an effect on food prices that no official source quantifies. If a proposal runs through public aid (income support, State-funded price guarantee), it is costed separately, at the announced amount.

How to read these amounts. These are static costs and revenues, with no feedback effect, over a full year: nothing on growth, employment or the revenue that economic activity would gain or lose. A higher net cost does not on its own make a worse policy, nor net savings a better one: each programme rests on an economic model (demand-led stimulus, lower compulsory levies, consolidation of the public accounts…) that the cost schedule does not settle. GDP itself measures a volume of activity, not well-being or the usefulness of what is produced. Economic models and feedback effects.
