Current law, sources and limits of the cost schedule
Current law. The EGalim acts (2018, 2021 and 2023) provide for price-setting « en marche avant » [“moving forward”, i.e. starting from the producer], production cost indicators and the non-negotiability of agricultural raw materials in certain contracts. There is no general statutory floor price. These texts are not cited in the source (Légifrance, vie-publique and the DGCCRF were not accessible); references: act no. 2018-938 and act no. 2021-1357.
Horizon. Not applicable.
Limits. A floor price is a pricing rule between private actors. It has no direct budgetary cost, but an effect on food prices that no official source quantifies. If a proposal runs through public aid (income support, State-funded price guarantee), it is costed separately, at the announced amount.
How to read these amounts. These are static costs and revenues, with no feedback effect, over a full year: nothing on growth, employment or the revenue that economic activity would gain or lose. A higher net cost does not on its own make a worse policy, nor net savings a better one: each programme rests on an economic model (demand-led stimulus, lower compulsory levies, consolidation of the public accounts…) that the cost schedule does not settle. GDP itself measures a volume of activity, not well-being or the usefulness of what is produced. Economic models and feedback effects.
