The calculation

  • Status quo: The position maintains current law: zero cost compared with current policies.

The €1 meal for all students in all university restaurants has been in force since 4 May 2026, after the publication of the programme.

Current law, sources and limits of the cost schedule

Current law. Means-tested grants (bourses sur critères sociaux), not indexed. The highest tier is €6,335/year (unchanged since 2023). 662,000 grant holders in 2024-2025. Programme 231 Vie étudiante (student life): €3.2bn, 78% of it direct aid (PLF 2026). The second phase of the grants reform is suspended. Since 4 May 2026, the €1 meal has been open to all students in all university restaurants, without means testing (€50m from the State in 2026).

Horizon. full year 2032, €bn/year

Limits. The autonomy allowance would replace part of existing aid (€5.9bn to €6bn: grants, student APL, the additional half-share for tax purposes). Its net cost is therefore about €20bn to €24bn, with an estimation gap between the rapporteur (€30bn) and the minister (€25bn). The +10% option is calculated on 78% of €3.2bn. The €1 meal for all students has been in force since May 2026: a position calling for it is status quo. Its cost (€50m for eight months of 2026 according to the ministry) is part of current policies.

How to read these amounts. These are static costs and revenues, with no feedback effect, over a full year: nothing on growth, employment or the revenue that economic activity would gain or lose. A higher net cost does not on its own make a worse policy, nor net savings a better one: each programme rests on an economic model (demand-led stimulus, lower compulsory levies, consolidation of the public accounts…) that the cost schedule does not settle. GDP itself measures a volume of activity, not well-being or the usefulness of what is produced. Economic models and feedback effects.
