»1Translation by the editors1 / Doubling the possible amounts of zero-rate loans (PTZ) would have a strong and rapid impact on the purchasing power of modest and middle-income buyers, particularly in the current context of high rates. With an average PTZ rising from about 60,000 euros at present to 120,000 euros, the additional advantage can reach 30,000 euros spread over 15 to 25 years, i.e. a purchasing power gain of 1,000 to 2,000 euros a year.

lever that cannot be costed
Lever with no coefficient in the cost schedule: the position is compared, not costed.
Current law, sources and limits of the cost schedule
Current law. Zero-interest loan (prêt à taux zéro) extended to the whole country for new housing (LFI 2025, temporary). Exemption from gift duties for the purchase of a main residence (LFI 2025).
Horizon. full year 2032, €bn/year
Limits. Lever that can be costed, but the cost of the « prêt à taux zéro » (zero-interest loan) tax credit (Voies et moyens, volume II, PLF 2026) is not recorded here: no coefficient or option (cost of the PTZ, of an additional generation of loans or of an extension to existing homes).
How to read these amounts. These are static costs and revenues, with no feedback effect, over a full year: nothing on growth, employment or the revenue that economic activity would gain or lose. A higher net cost does not on its own make a worse policy, nor net savings a better one: each programme rests on an economic model (demand-led stimulus, lower compulsory levies, consolidation of the public accounts…) that the cost schedule does not settle. GDP itself measures a volume of activity, not well-being or the usefulness of what is produced. Economic models and feedback effects.
