Survivors' pensions: Extend survivor's pensions to PACS partners

Direction of change: increase, compared with current law.

The lever. Share of a deceased spouse's pension paid to the survivor: conditions of marriage, means, age, harmonisation across schemes. Direction rule: ↑ more generous survivors' pensions or open to more spouses.

« Je demande donc au Gouvernement d’étendre au plus vite le droit à pension de réversion aux couples pacsés. »1

Translation by the editorsI therefore ask the Government to extend the right to a survivor's pension to PACS partners as soon as possible.

Extension of survivor's pensions to surviving PACS partners: no recent public base makes it possible to cost it. The number of PACS dissolved by death has not been published since 2016 (730 that year according to the Ministry of Justice, a figure it itself flags as still being updated), and the number of widowed PACS partners meeting the age and resource conditions is not known. The only published costings, old and contradictory, concern the law and the numbers of the time: €0.8bn per year in the general scheme and €0.4bn for State civil servants (ministerial answer, 2007), €7.8bn per year « à terme » [“in the long run”] for the general scheme alone (2012). The COR (pensions advisory council) report of November 2025 on spousal rights does not cost this extension separately. The candidate's written question (no. 14865, 5 May 2026) had no published answer as at 18 October 2026.

Current law, sources and limits of the cost schedule

Current law. Rules differ between schemes. General scheme: 54% of the deceased's basic pension, from age 55, subject to a means ceiling (€25,001.60 per year for a single person, €40,002.56 for a couple, service-public page checked on 1 January 2026). Civil service: 50% of the basic pension. Agirc-Arrco: its own rules, not read here. In 2025, €39bn of derived-right pensions (1.3% of GDP) for 4.4 million beneficiaries (2022), 88% of them women.

Horizon. €bn per year, 2025 base. For 2032, to be uprated like total pensions (stable as a share of GDP according to the COR (pensions advisory council)).

Limits. No official costing read for a specific option: harmonisation across schemes, abolition of the means-test ceiling in the general scheme, single rate. The unit cost schedule, 1% of the total, serves only to translate an option once its scope has been estimated. Harmonisation can be designed at zero cost, with winners and losers. The effects are concentrated on women: survivor's pensions account for 19.3% of their average total pension in 2024 (COR).

How to read these amounts. These are static costs and revenues, with no feedback effect, over a full year: nothing on growth, employment or the revenue that economic activity would gain or lose. A higher net cost does not on its own make a worse policy, nor net savings a better one: each programme rests on an economic model (demand-led stimulus, lower compulsory levies, consolidation of the public accounts…) that the cost schedule does not settle. GDP itself measures a volume of activity, not well-being or the usefulness of what is produced. Economic models and feedback effects.
